Is the Clean Planner exact?

No. Gold-per-dig and upgrade-cost defaults are labeled community estimates you can edit. Only the official game pass multipliers (2x Gold, Instant Clean) are applied as constants.

Should I upgrade the shovel or the spray bottle first?

As a heuristic, the shovel gates what you can dig up while the spray bottle gates how fast each dig pays out. The planner compares your two tiers and suggests the lagging track first.

Where do the tier numbers come from?

Tiers are shown as generic Tier 1-10 until the game's exact shovel and spray bottle list is verified. Check the Shovels page for the current data state.
